I'm not sure why they have sent this in bad English as well as Italian, but nevertheless this is an email claiming to be from PayPal explaining that an account has been locked.

The 'Resolve Now' link actually points to: http://po.do/g8 and so it is not tracking who is clicking by the look of it.
The website itself is actually at https://service-accountlimited.co.uk which doesn't seem to resolve to an IP address, which given the title of the link is sort of ironic.
Presumably this site has already been reported and shut down.
No real danger then, so report the originating address as a spam source and enjoy your day!
