Now the techniques that this person is inferring that they have used could possibly achieve what they claim, but the simple truth is that, if they actually had control to watch your desktop without detection, they would more likely make notes of your banking details and defraud you directly by buying bitcoins with your account details or just transfer funds away overseas.
This techniques of faking ransomeware attacks is fairly desperate. if they wanted to blackmail you, they would encrypt or destroy your family photos and force you to pay-up. As it stands, if they don't send you a copy of an indecent video showing something you do, then they don't have one.
