When a file name shows up as Green in Windows Explorer it means that the file contents have been encrypted and that you need to unblock and unencrypt the files before you can move them. If you are on a Windows Network you may have to login as the user that downloaded the files originally to do this.

When you right click on the file and choose 'properties' it may say that the file has been blocked and that you need to click unblock to use the file:

Unblock Files in Windows Explorer

If you know the file origin and trust it, you can unblock the file by clicking this button.

You will then need to say OK and look again at the file properties by right-clicking the file and choosing properties but this time continuing on through to the 'Advanced' settings by clicking the 'Advanced' button:

Unencrypt a file in Windows Explorer

Untick the 'Encrypt contents to secure data' check box and click OK. You can perform this function on files and/or folders that show with the file name in Green.
